How providers claim the Lumin CareHub
Every approved Support at Home participant has two separate budgets. The equipment budget - the AT-HM scheme - covers the device, set-up and a full year of emergency monitoring in one claim. The care budget funds the services delivered through it. The two rails do not mix, and the boundary between them is the single most important compliance point for a registered provider.
AT-HM funding cannot be paid from the quarterly ongoing-services budget, even where unspent funds exist - and the Department's own guidance confirms that funding for personal emergency alarms covers both the device and its ongoing monitoring for the whole 12-month funding period, with a reassessment pathway to continue beyond it.

The Lumin CareHub, peripherals, delivery, installation and training, the prescription, and 24/7 monitored emergency response for the funding period. AT-HM is a separate pool, allocated on top of the quarterly budget.
